As participation pathways are enabled, verified ownership and identity boundaries will determine what can be published, reviewed, or acted on.

The browse surface and information pages are public. New listings, proposals, public contact export, payments, uploads, and reviews remain controlled until their identity, ownership, moderation, and verified-engagement rules are exercised.

That boundary is intentional. A clear early directory is more useful than a crowded board full of unverifiable offers. When an action becomes available, the site should make the scope and responsible party understandable before asking anyone to rely on it.
